Support for fees for infant day care

Support for families with a low income that is less than 70% of the lower income bracket, is given depending on the level of income. That is, support for day care fees is graduated depending on the income level. Also, depending on the income level, support is offered for day care fees for the children of working women and for multi-child families. This support is provided to alleviate the burden on parents to pay expenses related to raising their children. Also, it aims to create opportunities to receive infant day care in a manner that is fairer.

Infant care fees for children younger than 5 years old
  • Eligibility for support: legally-designated low-income families (people receiving basic lifestyle support, single parent families, etc.) and children in families that fall below the 70% mark of the lower income bracket.

Children 5 years of age
  • Eligibility for support: children 5 years in age who have not yet entered elementary school and who fall below the 70% mark of the lower income bracket.

Day care fee for handicapped children
  • Eligibility for support: handicapped children under the age of 5 who have a handicapped welfare ID card (the ID card) and who have not started school yet
    • Children without a handicapped ID card can submit a certificate verifying their handicap (valid for 1 year)
  • Support amount
    • Classes with an assigned handicap instructor (1 teacher/3 children): 394,000 won / mo.
    • Classes without an assigned special instructor for the handicapped: max. per class of 177,000 won 〜 394,000 won / mo.
Day care fees for families where both parents work
  • Eligibility for support
    • For families where there are 2 working parents, the income of the mother and father is combined and then 25% is subtracted from the total. When the approved income is calculated as such, those eligible for support are those families with infants for whom this amount falls below the 70% mark of the lower income bracket.
    • A “family with two working parents” is a family where both the mother and the father have earned income (families with earned income materials in the ‘Happiness e-um’ publication Social Welfare Unified Management Network)
  • Selection of candidates for support
    • Day care support is available for those applicants who have applied for day care support for their children who are less than 5 years of age (inclusive) or for those who are 5 years old, but were not selected. Such families must have both parents working.
    • For families where there are 2 working parents, the income of the mother and father is combined and then 25% is subtracted from the total. This represents the approved income. When such a calculation puts the family in the lower 70%, their children that are less than 4 years old or 5 years old are determined to be qualified to receive support for day care expenses.
      * There is also the condition that, after subtracting the 25% from the total of both incomes, if this amount is larger than the smallest of the two parents’ incomes, the approved income is calculated by subtracting only from this lower income of the two parents.
  • Support amount: After support has been delegated to children less than 4 or 5 years old, by the process of subtracting from the income, support is given depending on which of these 2 categories the child falls into. That is, the full amount of support is offered to the child, based on the amount of support the government has allocated to the age group of the child.
Day care fees for multi-cultural families
  • Eligibility for support: children less than 6 who have not started school yet and who belong to a multi-cultural family
  • Support amount: full-support based on the support unit of the government
Day care support fees for working women
  • Eligibility for support
    • the children of working women who are receiving day care at facilities within the province
    • at least one parent and the child him/herself is living in the province
  • Support period: support is offered for 23 months starting from one month after the day of birth
  • Support amount: first child: 20% of the national/public day care fee, second child and thereafter: 50% of the national/public day care fee

Day care fees for children after the third child
  • Eligibility for this support : the third or later children less than 6 years old
    • At least one parent and the child have listed Anyang as their place of residence on their national ID card, and the child is receiving day care within the city
  • Support amount: Full support for the day care fee support block of the government
  • Basis for support
    • ▸the difference between applying the support for day care fees to the allowance for infant day care expenses, day care expenses for working women, and work day care center fees and the amount of support offered by the government
    • support is offered on a ‘per-day basis’ for the month that day care is started or quit
  • Cases where support is excluded
    • excluded from support are: kindergarten, after-school programs (for children in school), time-based day care, day care on holidays
    • relocating to another city excludes one from support
